Additional Responsibilities

Town Administrator Duties:


Serves as the Town’s Chief Procurement Officer.

Oversees the daily operations of the Town.

Implementation of all decisions by the Select Board.

Oversees and provides support to all general government departments.

Enforce Town bylaws, ordinances and actions passed at Town Meeting.

Advise and administer the policies and procedures of the Board.

Provides efficient administration of town functions and activities.

Acts as facilitator between departments, regional, state and federal agencies.

Prepares and presents the annual operating budget that includes revenue, expenditure, and tax rate projections for the upcoming fiscal year and proposed Capital budget.

Plans, coordinates and administers the activities of all town departments, commissions boards and offices under the jurisdiction of the Select Board with the exception of the school department as per state statute.

Develops policy proposals and recommends policy alternatives to the Select Board; implements policies and directives adopted by the board.

Oversees, on behalf of the Select Board, the day-to-day administration of the town’s human resources system, in conjunction with the Personnel Board, including recruitment testing, selection, performance evaluation, wage surveys, training and all collective bargaining matters.

Coordinates the annual budget process and capital improvements program involving all town departments; assembles and submits operating and capital budgets; prepares the annual budgets of the Select Board’s Department; prepares warrant articles and bylaws for Annual and Special Town Meetings; oversees the general financial management of the town including appropriation control and long-term programs.

Oversees all insurance policies and practices.

Serves as town’s affirmative action officer, contract compliance officer, fair housing officer and ADA Coordinator, exercising all responsibilities for local compliance with federal and state mandates for these programs.

Prepares applications for grants, administers grants received, prepares requests for proposals and bid specifications, oversees the bidding process; monitors the work of contractors and consultants hired under the Select Board’s jurisdiction, oversees the preparation of the annual town report.

Performs a vital public relations function for the town in dealing with citizens inquiries and requests for information and suggestions.

Works with town boards and commissions in an advisory capacity; provides reports on various town projects; discusses legal issues; works with regional and state agencies on projects involving the town.

Ensures the town’s compliance with rules and regulations of state and federal regulatory agencies.
