Schedule

Substantial Completion was achieved on August 3, 2021.

 

Concerns/Issues:

• Ceiling occupancy/vacancy sensors in various areas are not working.

• Attic stairway light not dimming.

• Apparatus Bay lighting goes into emergency mode when shut off.

• Apparatus Bay floors showing tire marks.

• Emergency Supply Room has no conditioned air supply.

• No Uninterrupted Power Supply for HVAC controls.

• Washer Extractor Wiring Issue. Pending CO review from BER.

• Roof Leak

• Landscaping Issues

 

 

Are we on time: The Project is substantially complete.

 

Are we on budget: Yes

 

Next Steps:  Punch List items are being corrected. The committee is planning for a ribbon cutting ceremony for October 2, 2021.

July 2021

 

Demolition:Demolition and abatement work is complete.

Concrete:Concrete work is complete.

Masonry:The lead flashing at the front entrance roof and the cornice returns were completed.

 

Metals:Miscellaneous Metals work is complete.

Caulking:Interior caulking at the apparatus bay is complete, caulking at the administration wing is ongoing.

Roofing:Roofing work is complete.

Insulation:Insulation work is complete.

Carpentry:Casework and interior trim in the administration wing was installed. LVL bracing was installed at the existing CMU south wall of the apparatus bay. Wood framing was added between two wood arches to support the roof at the exhaust air intakes. The northside gable trim and cornice returns were completed.

Doors and Windows:Steel doors and frames were completed. All overhead doors are operational. Finish hardware is ongoing.

Specialties:Bathroom mirror and room Identification signage was installed. The building name was installed above the apparatus bay doors.

Equipment:Vinyl shutters, kitchen exhaust hood, and air hose reels installation is ongoing. Mini refrigerators are onsite.

Furnishings:Chairs and beds were delivered

Finishes:Drywall is complete and finished. Ceramic tile was installed in the bathroom and the janitor’s closet floor. Acoustical ceiling grid was installed at rear vestibule and janitor’s closet. Vinyl floors were installed except for the EMS storage room.

Phase 2 interior and exterior painting is ongoing.

Fire Protection:Sprinkler system is installed.

Electrical:Phase 2 electrical finish is ongoing. Apparatus Bay ceiling lighting is complete. Landscape lighting and exterior wall sconces were installed. Administration light fixtures installation is ongoing. IT Rack is in place. Data cable punch down and testing in on going. Panel directories have been installed. ENE installed access controls and cameras. Comm-Tract installed the new fiber optic cable.

Plumbing:Finish fixtures were installed in the administration wing kitchenette, bathroom, and janitor’s closet. air hose reels are piped. Decontamination room countertop, sink, and eye wash station were installed.

HVAC:Split AC system was installed in electrical room. Ductwork and condensate lines have been insulated. HVAC registers were installed. Apparatus Bay BAF Fan is operational. Decontamination Room exhaust fan and ductwork were installed.

Site work:Rough Landscaping was completed.

 

Utilities:The ductile iron fittings and cleanout of the sewer line running from the new addition and the administration wing to the septic tank were replaced to correct a negative pitch problem in the sewer line.

Landscaping:Maintenance of plantings is ongoing.

Concerns/Issues:Review of the sewer lines is ongoing. A solution to the Apparatus Bay floor high level of soluble salts issue needs to be determined.

 

Are we on time: Slightly behind. The Project is currently projected to be complete in early August 2021.

 

Are we on budget: Yes

 

Next Steps:  Work on finishes, furniture delivery, tech coordination and various Phase 2 items is ongoing. 

June 2021

Masonry: Brickwork restoration, replacement and re-pointing is complete. The stone veneer at the

retaining wall is complete. The brick sills at the front of the station were replaced.

Roofing: Gutter and sheet metal work is ongoing. The zinc coated plumbing vent flashings and

an exhaust curb were installed. Warranty and close out submittals are under review by

S&A.

Insulation: Spray foam and sound insulation batts were installed in the Administration wing.

Carpentry Interior framing in the Administration building is complete.

Finishes: Apparatus Bay walls were painted. Drywall in the Administration wing is 99% complete.

Ceramic tile in the Administration Bath #106 and Janitor’s Closet #109 was installed.

VCT flooring was installed in the Electrical room #108.

Doors and Windows: Steel doors and frames in the Administration wing were installed except for Door 102.

Caulking: Exterior caulking of windows and doors is ongoing.

Fire Protection: Phase 2 Fire Protection rough is complete and pending inspection by BER.

Electrical: Phase 2 Electrical rough and finish is ongoing. A lightning protection system was

installed at the Fire Station and the Apparatus Building.

Plumbing: Phase 2 Plumbing rough is complete, pipe insulation and identification labels were

installed. Trench Drains were completed in the Apparatus Bay.

HVAC: Phase 2 HVAC work is ongoing. HVAC ductwork is complete and insulated.

Condensate lines were run and insulated.

Site work: The East High St. water services patch was replaced. Rough grade of the front sidewalk

was completed. Storm drains and manhole on the north west side of the site were

constructed.

Utilities: A sewer back up occurred and was cleared. Video inspection of the sewer pipe

determined that a section of pipe had positive pitch. Excavation and reconstruction of

the sewer pipe is ongoing.

Landscaping: Maintenance of plantings is ongoing.

Metal Building: Snow guards are in place. Door closers were installed on the personnel doors. A

Certificate of Occupancy was granted for the Apparatus Building.

Schedule Assessment: P&P is approximately 2 weeks behind based on their preliminary project schedule.

 

Are we on time: Slightly behind. The Project is currently projected to be complete in early August 2021.

Next Steps:  Work on Phase 2 is ongoing.

 

May 2021

Weather: Weather was favorable for construction. No time was lost to unseasonable weather this month. Demolition: Phase 2 Demolition and Hazardous Waste Remediation was completed. Selective Demolition of the administration side and apparatus bay was completed. Cast-in-Place Concrete:

Front apron was constructed. Third party testing confirmed base soil compaction, steel reinforcement, and concrete was in compliance with the specifications. Masonry: Masonry restoration and re-pointing is ongoing.

Stone veneer on retaining wall is ongoing. Patching of CMU walls on the administration side is complete. Metals: Steel Lintels were installed at new masonry door openings. Roofing: Gutter and snow rails were installed.

Insulation: Spray foam insulation was installed in the administration attic.

Carpentry: Interior framing in the administration side complete. A LVL beam was installed in the Deputy's office to support the attic. Finishes:

Exterior painting is ongoing. Doors and Windows: The Overhead doors at the Main Street entrance have been installed. Windows have been installed on administration side. Steel door frames in the administration side is ongoing. Fire Protection: Phase 2 Sprinkler work is ongoing.

Are we on time:Slightly behind. The Project is currently projected to be complete in August

April 2021

Demolition:Phase 2 demolition and hazardous waste abatement is ongoing. The Apparatus Bay doors on Main Street were removed and replaced.

Cast-in-Place Concrete:Dumpster pad and Tight Tank Apron were formed and placed.

Masonry:Brick veneer was installed at the addition. Stone veneer installation at the retaining wall is ongoing.

Roofing:Asphalt shingle roof at the addition front entrance is complete. Gutter and roof edge metal work is ongoing.

Carpentry:Cabinets and countertops were installed. Trim work at windows and gables are complete. Shutters were installed.

Specialties:Toilet room accessories, Whiteboards in the Training Room, and Lockers were installed.

Equipment: Appliances were installed, with the exception of the backordered range hood. Television mounts were installed.

Furnishings:Window shades were installed.

Finishes:Interior painting in the Addition is complete. Exterior painting is ongoing. Tile backsplash in kitchen is complete. Carpet tile in the Training Room, Rear Vestibule and Locker Room are complete. Vinyl stair treads were installed.

Doors and Windows: Door hardware installation is ongoing. Installation of overhead doors at the Main Street entrance is ongoing.

Caulking:Caulking for the windows, control joints and exterior doors are complete.

Fire Protection:Sprinkler system was tested and is operational.

Electrical:Ngrid connected the new service. The Generator is operational. Fire Alarm Panel and Radio Control box are operational. Exterior light poles were placed. Communication cabling is temporarily patched into existing equipment. Phase 1 -Access Control system is activated in Addition. Cameras were installed but are not active.

Phase 2 - electrical work has begun.

Plumbing:Finish plumbing is complete in the addition. Plumbing vents are complete in the Apparatus Building. Phase 2 Rough Plumbing is ongoing.

HVAC:The HVAC system is operational. Testing and Balancing is complete. Commissioning process has begun.

Earthwork:The remaining bituminous paving base and berm was placed. The reclaimed asphalt placement is ongoing. Placement of loam around the site is ongoing.

Schedule Assessment:Phase one is complete and temporary CO was issued on 4/12/21.

P&P is approximately two weeks behind based on their preliminary project schedule.

 

Are we on time: Yes. The Project is currently projected to be complete in July of 2021.

March 2021

 

Cast-in-Place Concrete: Concrete landings were placed at the Southside Addition, the Rear Vestibules, and the Apparatus Building. Equipment pads were placed for the AC Condenser, Compressor, and the Water Heater.

Masonry:  Brick Veneer installation which began this week is ongoing.

Roofing: The tapered insulation and EPDM membrane is installed at the low slope roof. Scupper boxes and downspouts are ongoing.

Carpentry: Acoustical Tile Ceilings and Window Sill installation is ongoing.

Fire Protection: The Fire Protection System is filled and pending testing and final inspections.

Electrical: The Southside addition electrical finishes are complete. The secondary wiring to the Electrical Panels, the CT Cabinet, the Transfer Switch and the Generator are complete. The Communication, Access and Fire Alarm wiring has been run from the Southside Addition to the Electrical Room. The conduits, wiring and lighting are installed in the Apparatus Building. Access control wiring by ENE is ongoing.

Plumbing: Rough plumbing for the Apparatus Bay is complete. Fixtures were installed in the laundry, rest, and shower rooms. Installation of Natural Gas and compressed air lines in the Apparatus Bay are ongoing. Plumbing vent installation in the Apparatus Building is in progress.

HVAC: The exhaust fans in the Apparatus Bay and Apparatus Building are complete Ceiling register installation has begun. Refrigeration lines in the Apparatus Bay were installed. Two-unit heaters were partially installed in the Apparatus Bay and will be completed during Phase 2.

Doors and Windows: Overhead doors at the Apparatus Building were weather stripped, and exterior metal doors were installed. Glazing at exterior doors were installed.

Finishes: In the addition, gypsum walls and ceilings have been finished, and painted. Ceramic tile was set in the restrooms. In the Apparatus Bay, the T&G ceiling and the new arch were stained and polyurethaned. The CMU walls were primed.

Caulking: Fire, Smoke and sound proofing are complete in the addition. Interior door frames and windows are complete.

Schedule Assessment: Phase 1 completion and temporary CO is scheduled for 4/1/21.

P&P is approximately two weeks behind based on their preliminary project schedule. The Apparatus Building completion was scheduled for 9/22/21 and appears to be several weeks from completion.

Concerns/Issues: The Designer requested the contractor provide an updated roof assembly letter showing the roof system meets the performance specified in the contract. The Contractor provided Johns Manville inspector’s report in response to concerns raised about the insulation movement. Johns Manville is to provide additional information.

An area of base course bituminous paving was damaged when a hydraulic hose ruptured on construction equipment. ACG recommends removing the damaged paving prior to the installation of the finish course.

The Town is responsible for supplying new networking communication equipment. Telephone, Access Control and Security Systems being installed by contractors will require the network to function. The equipment and the network provisioning is required ASAP or the schedule could be impacted.

The Contractor reported that the specified kitchen exhaust hood is backordered and will not arrive before Phase One completion schedule.

 

Are we on time: Yes. The Project is currently projected to be complete in July of 2021.

 

Are we on budget: Yes

 

Next Steps:  Anticipated move in to Phase 1 is early April and then the Phase 2 work begins on the existing side of the station.

 
February 2021

 

In February 2021 the committee brought an article to Special Town Meeting refunding the monies for Fagan Drive costs from the Stabilization account in the amount of $312,683.  The article also called for using $700,000 from the Stabilization fund in lieu of bonding that final amount to fund the project, this would save bonding costs as well as interest. The article passed unanimously, saving the taxpayers an estimated $275,000 over the life of the loan.

 

Project Update:

Masonry/Cast-in-Place Concrete:

A window in the electrical room was infilled.

 

Roofing:

Roofing materials for the flat roof were delivered and the vapor barrier installed.

Insulation and membrane installation is scheduled to commence on 2/26/21.

 

Carpentry:

Acoustical Tile Ceilings and Windowsill installation is ongoing.

 

Fire Protection:

Sprinkler piping in the Apparatus Bay and addition is completed. The sprinkler main was

connected to the system. Sprinkler flexheads are being installed above the acoustical

ceilings.

 

Electrical:

Wiring devices and lighting installation is ongoing in the addition. Raceway connecting

the new addition to the administration side of the station is complete. Electrical panels,

CT cabinet and transfer switch cabinet are in place and wiring is ongoing. Installation of

conduits, wiring and lighting is ongoing in the Apparatus Building.

 

Plumbing:

Rough plumbing for the Apparatus Bay is complete. Fixtures were installed in the

laundry, rest, and shower rooms. Installation of Natural Gas and compressed air lines in

the Apparatus Bay are ongoing. Plumbing vent installation in the Apparatus Building is

the rest and shower rooms. In the Apparatus Bay, the T&G ceiling and the new arch

truss have been stained and coated with urethane. The CMU walls have been primed.

Caulking: Fire, Smoke and sound proofing are complete in the addition. Interior door

frames and windows are complete.

 

Schedule Assessment:

Phase 1 completion and temporary CO is scheduled for 4/1/21.

P&P is approximately two weeks behind based on their preliminary project schedule.

 

Concerns/Issues:

Fire Protection Flex Heads may be over flexed at a few locations and at several location

the FP piping pitches away from a drain. The FP Engineer will review.

 

The Apparatus Building is not insulated, or weather proofed. The designer is working

with the contractor on solutions to weatherproof the building.

 

A Fiber-Optic Data Cable was planned to supply service to the new addition. The plans

show it to be installed in the apparatus building. After the review, the engineer

determined that the fiber-optic cable is not required to service the new addition.

 

The access control system was planned to be installed on a knee wall in the attic. The

location has existing telecommunication equipment installed and the size of the access

of control panel is large, making it a bit difficult to service. ACG proposed the

installation of a new double-sided backboard to support the access control panels. This was approved at the 2/25/21 meeting.

 

Are we on time: Yes. The Project is currently projected to be complete in July of 2021.

 

Are we on budget: Yes

 

Next Steps:  Phase 1 scheduled for completion by 4/1. Work will begin on the occupied section of the building.

January 2021

 

Site and Earthwork:

The storm water infiltration basin and sediment forebays were cut and filled. The infiltration basin’s overflow was piped to the manhole on Butler Ave and loose laid stone was placed on the embankment at the southeast property line. The new retaining wall at the southwest property line was backfilled and rough graded. The new electric service duct bank was excavated and back filled. The tight tank pit was excavated, the tank placed, and is partially back filled. Site lighting bases were installed.

 

Masonry/Cast-in-Place Concrete:

The northeast vestibule and water service room slabs are placed, the CMU walls constructed, and door frames installed. The retaining wall at the southwest, was formed and placed.

 

Demolition:

The remaining roof shingles, eaves and rake trim were removed.

 

Metals:

Lintels at vestibule and water service room doorway were installed.

 

Roofing:

Metal drip edge was installed at the eaves and rakes. Underlayment, Ice and Water was installed on the roof. Metal valleys are complete. Shingles were installed on the northside apparatus bay and existing Fire Station. Installation of vapor barrier for the flat roof is ongoing.

 

Insulation:

Foamed-in-place insulation was installed in the attic of the southside addition. Fiberglass batt insulation and a vapor barrier were installed at all addition exterior walls. Sound attenuation batt insulation was installed at interior walls of the addition.

 

Carpentry:

Sheathing installation for the exterior walls and roof are complete. The flat roof was constructed at the northeast addition. The exterior CMU walls received the sheathing, vinyl siding, and trim. Trim was installed at the eave and gable end of northside of the building. The cupola and the weathervane were installed.

Fire Protection:

Sprinkler piping at the southside addition is complete. The fire protection water main and backflow were installed. Piping is ongoing in the apparatus bay.

 

Electrical: Wiring is ongoing in the southside addition. The raceways are being installed in apparatus bay. The main service duct bank conduits from the new pole to the building were installed. Site lighting conduit was installed to the light bases.

 

Plumbing:

Domestic hot and cold water piping was insulated in the new addition. The floor drain piping was connected to the tight tank. One shower stall was installed. Rough plumbing is ongoing in the apparatus bay.

 

HVAC:

The attic ductwork is complete. Work on the drops is ongoing. The exhaust ducts for the bath and kitchen ventilation are complete. The rigid ductwork is ongoing. Ductwork insulation is ongoing.

 

Doors and Windows:

The rear apparatus bay overhead doors were installed.

 

Finishes:

Gypsum board at the southside addition is installed and being taped, abuse resistant gypsum board is being installed in bathroom, locker room and turnout gear room.

 

Special Construction:

Gutter mockup was installed and approved by S&A.

 

Schedule:

P&P is on schedule based on comparison of the preliminary project schedule and updated schedule. Several items are ahead, and others are behind, but the critical path remains on schedule.

 

Concerns/Issues:

1.)     The roofing work has been completed out of sequence. OPM, GC and Committee working to find a viable solution with Warranty. Certainteed came out and inspected it and approved with letter.

2.)     A hydraulic hose ruptured on a piece of equipment, spraying oil on the south side addition wall. The wall is stained, and materials should be replaced.

 

Are we on time: Yes. The Project is currently projected to be complete in July of 2021.

 

Are we on budget: Yes

 

Next Steps:  Work will begin on the occupied section of the building. The Committee will bring an article to the Special Town Meeting to secure funds from the Stablization account. Securing these funds from this account rather than bonding them will save the town thousands in bonding fees and interest.

 

December 2020

 

Site and Earthwork:

Site Work is ongoing. Structural fill from TL Edwards was tested and approved and used as a base for the asphalt paving. Asphalt base was applied to the driveways. ATC was onsite to test temperature and compaction.

 

Masonry/Cast-in-Place Concrete:

The CMU walls at the Apparatus Bay extension is complete. The Concrete approach slab for the Apparatus Bay extension and the Apparatus Building is complete. The Generator pad has been poured and finished. The CMU wall at the Southwest corner of the Apparatus Bay has been rebuilt with two new door openings. The CMU wall at the Southwest corner of the Apparatus Bay was taken down to accommodate the new work. Roofing shingles were removed from Northside Apparatus Bay.

 

Metals:

Lintels were installed at Apparatus Bay addition doors, Masonry openings and Windows.

 

Roofing:

CertainTeed Diamond Deck and Winter Guard was installed on the roof, along with the metal drip edge at eaves and rakes. CertainTeed roofing shingles have been installed on the Southside addition. Zinc coated copper is being applied to the valleys. Blueskin was applied to Northside Apparatus Bay Roof.

 

Insulation:

Spray foam insulation was applied in the attic space of the Southside addition.

 

Carpentry:

The T&G roof decking was installed at the Apparatus Bay Extension. Exterior PVC trim is complete at the Apparatus Bay. Interior framing at the Southside Addition is ongoing. Zip panels are ongoing on the Northside of the Apparatus Bay roof.

 

Fire Protection:

Installation of sprinkler piping in the Southside Addition is ongoing.

 

Electrical:

Wiring is ongoing in the Southside addition. The Generator was installed and awaiting connections.

 

Plumbing:

Rough plumbing inspection completed for the Southside addition. Plumbing for water is ongoing.

 

HVAC:

3 Heat Pumps, 2 Recovery Units, 1 Branch Circuit Recovery Unit and 1 Exhaust Fan have been installed in the Attic. AC units are in place for each of the 4 Bunk Rooms. Attic ductwork is complete along with the drops. Below ceiling rigid ductwork has begun. The refrigerant piping in the Southside Addition is complete. The Condensate piping is ongoing. The exhaust ducts for the bathrooms and kitchen ventilation are ongoing.

 

Doors and Windows:

Windows and Exterior doors have been installed in the Southside addition. Interior door frames installation is completed. Overhead doors for the Apparatus Building are completed. Apparatus Bay doors are ongoing.

 

Finishes:

5/8” drywall was installed at the Southside addition ceiling.

 

Concerns/Issues:

1. Apparatus Building. Needs snow rails and gutters along with installation of man doors.

2. Septic Field Completion – Still on the tight tank.

 

Are we on time: Yes. The Project is currently projected to be complete in July of 2021.

 

Are we on budget: Yes

 

Next Steps:  Work continues on the new addition.

November 2020

 

Site and Earthwork is ongoing, new water service was completed. The light pole bases are onsite, the septic system was tested and approved except for permanent power.

 

Masonry/Cast-In-Place Concrete, the concrete slab for the apparatus building extension has been placed and finished. The wall at the apparatus bay extension is near completed. The top of the wall needs to be cut back to the roofline. The walls for the compressor room and the decon is constructed.

 

 

Demolition; the relocation of the gas meter allowed for the generator pad to be demolished.

 

Carpentry; the wood trusses for the new addition were installed and completed. The Southside of the existing apparatus bay roof has been covered with Zip Sheathing. The exterior trim has been installed at the new addition, installation of trim for the existing apparatus bay is ongoing. Interior framing for the new addition, along with metal door frames is ongoing. Windows have been installed at the east and southside of the new addition.

 

Electrical; the duct bank to the apparatus building is partially installed. Installation of electrical conduits to the addition is ongoing.

 

Plumbing; trench drain was installed in the Apparatus Bay extension slab. Waste and vent piping were installed in the decon room. A gas leak was traced by Glionna Plumbing and repaired. The new gas meter was installed.

 

Special Construction; Metal Apparatus is near completion. Overhead doors are due in the middle of December.

 

Schedule: P & Ps preliminary project schedule indicates doors and windows to be completed on 12/1/20 this portion of the work is 4 days behind schedule, Interior portion in the new addition is 95% complete, this work is 10 days ahead. Overall project is mostly on schedule.

 

Concerns/Issues; The existing apparatus CMU walls infills were constructed without steel reinforcement and seismic ties required by the current code.

 

Are we on time: Yes. The Project is currently projected to be complete in July of 2021.

 

Are we on budget: Yes

 

Next Steps:  Completion of the Metal Apparatus Building and the overhead doors to be installed. Work continues on the new addition

October 2020

 
Site and Earthwork Work is ongoing for the Septic System the septic pump chamber was installed and ready for connection. The septic field is nearing completion. Large rocks and unsuitable soils have been removed from the site. Underground piping for storm drains and a manhole were installed. Work has begun on the new water service.
 
Masonry/Cast in Place Concrete: Concrete Slab for the Apparatus Building and the addition were placed. Masonry materials have been delivered to site and work is expected to begin the first week of November.
 
Demolition: The rear wall and overhead doors of the existing apparatus bay have been removed.
 
Carpentry: A temporary support wall was erected in the existing apparatus bay to allow for demolition. Framing of the addition is underway.
 
Electrical: The underslab conduit and floor boxes for addition have been installed. Conduit has been assembled for the ductbank to the Apparatus Building.
 
Plumbing Floor drain was installed in the Apparatus Building. Waste and vent piping installed in the addition. Gas piping began for the new gas service.
 
Special Construction Metal Apparatus Building was delivered; however, the roof  trusses were sized incorrectly. New trusses are scheduled to be manufactured and delivered asap.  
 
Schedule: P&P has recovered time and the project is ahead of schedule based on the original baseline schedule.
 
 
Concerns/Issues with the Apparatus Building continue to delay that portion of work. Because its completion is not currently in the critical path of other work, it is not
 
expected to impact the overall project.
 
 
Are we on time: Yes! Time was made up on site and we are back on track. The Project is currently projected to be complete in July of 2021.

September 2020

Site Work: R.J Roy, the Site Work Contractor began the excavation for the addition to the Fire Station. Unsuitable materials were discovered at the South, East and North side of the excavation. With the direction of the Geoengineer from Paul B. Adinger & Associates, Inc., unsuitable materials were removed, and the bottom of the footings were approved.

Footings and walls were formed and placed, and backfilling began. Structural fill was imported and placed in 8” lifts and compaction done to 95%, under the supervision of ATC. The location of the piers within the Southside addition were excavated down to approved subgrade, under the supervision of the Geotech, the fill was then placed in 8” lifts with compaction to 95%. Compaction testing was provided by ATC.

The interior perimeter of the Apparatus Building was excavated by P&P in order to install 2” thick rigid insulation. Interior perimeter was then back filled with structural fill then placed in 8” lifts and compacted to 95%. Compaction testing was performed by ATC.

Ngrid removed the guy wire and placed a new Pole on the southeast corner at Main St.

Unit Price rock removal is ongoing.

Masonry/Cast-in-Place Concrete: Footings and walls for the Fire Station addition were formed and placed. Rebar in the walls and footings were inspected by ATC. Concrete cylinders were collected for break test by ATC.

 

Electrical: The under-slab conduit for new Apparatus Building was installed. The ground wire at the Fire Station addition was installed. Work is underway to relocate the temporary power at the Electrical Shed.

 

Plumbing: Columbia Gas has been onsite and has discussed the new location for the gas meter. Glionna Plumbing delivered materials and work is underway for underground trench drain.

 

Schedule: According to P&P’s original project schedule, the Apparatus Building is about four weeks behind schedule. Finished slab was due to be completed on 9/2/20. Slab on Grade placement is now scheduled for 10/2/20. The Apparatus Building is now scheduled for 10/26/20.

The slab at the new addition was due to be completed on 10/1/20.The rough framing at the new addition was scheduled for start on 10/2/20, current schedule unknown.

 

Concerns/Issues: On September 22, the excavator hit the guy wire for utility pole of the Fire Station at approximately 7:30 AM. E High St was closed off. No one was injured and Ngrid was on scene to cut the lines and make safe. Because of the down lines National Grid is replacing the existing pole on the Northside of E. High St. GC submitted a claim for the relocation of the generator. ACG and S&A believe the work is unnecessary and the problem is the GC is doing work out of sequence. The removal of generator is scheduled to be completed in Phase 2. Section 26 00 00 Electrical also addresses the issue of temporary power, Paragraph 1.27 B “all necessary transformers, meters, cables, panelboard, switches, and accessories are required for temporary light and power.

 

Are we on time: No, the project is approximately 2 weeks behind schedule. The Project is currently projected to be complete in July of 2021.

August 2020

In August weekly project meetings were held with a committee member present. The Committee met to discuss the progress on the 27th.

Site Work: Trees have been cleared. Excavated rock at the site of the future Apparatus Building and excavated down to good sub grade and proof rolled the sub grade. Sub grade was inspected by Briggs Engineering. Structural Fill was brought in and placed in 8” lifts with compaction tested by ATC. The Apparatus Building foundation has been excavated and footing and walls are in place. The existing Building foundation has been excavated and footing and walls are in place. The existing fill that was disturbed at the site of the former Police Station has been excavated and filled back in. The material was placed in 8” lifts with compaction tested by ATC. Excavation for the footing and foundation of this addition is underway. Abatement of ACM caulking at the Apparatus Overhead doors and demolition of the ACM ceiling in the Electrical Room was completed.

Masonry/Cast in Place Concrete: The CMU wall that was damaged during building demolition has been rebuilt. Footings and walls for the new Apparatus Building have been formed and poured.

Electrical:  MAK installed the grounding wire for the new Apparatus Building and the Electrical Inspector inspected and approved the work. Electrical sleeves were installed in the Apparatus Building foundation. Temporary electrical shed was delivered to the jobsite. Electrical panel boxes were delivered.

Plumbing: The new Septic Tank was installed and tied in for use as a Tight Tank until the new septic system is completed. Existing septic tank was pumped and is ready for removal. Plumbing sleeves were installed in the Apparatus foundation.

Demolition and Abatement: Hazardous materials in the former Police Station wing were abated, and the wing was demolished.

 

Are we on time: No, the project is approximately 2 weeks behind schedule. The Project is currently projected to be complete in July of 2021.

Next Steps: Finalizing finishes for all outside and inside materials by the Committee. The Addition foundation work will continue. Under slab plumbing of the apparatus building will begin.

 

July 2020

The project officially began on July 9th P&P mobilized and began work. Construction trailers, construction fence, and temporary utility have been installed. Site survey was completed. Tree clearing commenced and is on-going. Demolition, cut, cap, and make safe of former Police Station Plumbing is complete. Demolition of former Police Station HVAC systems are complete. Demolition of former Police Station Electrical System is complete. Hazardous materials in the former Police Station wing were abated, and the wing was demolished.

 

Are we on time: Yes, however, it was noted that many of the building materials have longer lead times due to the COVID-19 crisis.

 

Are we on budget: Yes.

 

Next steps:  Site work and coordination is ongoing.

June 2020

The committee met with the Board of Selectman in June to recommend that P & P General Contractors Inc. be awarded the contract for the Fire Station, which they did award. A kick off meeting was held on June 24th with all subcontractors to review procedures and protocols for the project duration. The project will officially start in July with a scheduled finish date of June 2021

Next steps:  General Contractor will begin permitting process, once secured demolition will begin.

May 2020

The committee met in May to review the General Contractor Bids. The Committee in conjunction with the Design Team, Project Management team and Town Counsel began the negotiations and preparation of the Contract.

Next steps: Make a recommendation to the Board of Selectman to award the General Contract.

April 2020

Per the last meeting, Town Counsel reviewed the bid documents. The Designer Selection Committee had a virtual meeting with the Board of Selectman on April 2nd to review the final plans. Questions were reviewed and it was determined that the Committee could move forward with advertising the project. The committee met virtually in April to discuss the project progress. The project was advertised in the Brockton Enterprise and Central Register. Due to the Social Distancing guidelines, we hosted a “site only” pre bid walkthrough. 8 contractors attended. Filed Sub bids are due on 5/6/20 at 2:00pm, the General Contractor bids are due on 5/14/20 2:00pm. As of today (4/28/20) over 60 bidders have requested the drawings.

 

Are we on time: No. As reported last month, the bid schedule slipped about a week. The General Contractor bids are expected on 5/14/20.

 

Are we on budget: Yes.

March 2020

The committee met with the Design team and ACG to discuss the project. The Design team has also begun the public hearing with the planning board, feedback was given at that meeting and work on the design continues. The DSC brought 90% complete plans to the Board of Selectman on Thursday 3/19/20. With feedback from the Project Manager, the Committee and the Fire Chief, the Board was assured that the plans meet the needs of the Department and the Town. The Design team promised 100% plans by Monday the 23rd of March. The BOS would like to see and comment on the finished plans.

Are we on time: No. The Architect/Design Team is about 2 weeks behind schedule. This will delay the bid advertising by one week.

Are we on budget: Yes.

Next steps: Town Counsel is meeting with ACG to review the contract and bid documents before they are posted. The DSC is meeting with the Board of Selectman to present the final drawings. The project will be advertised once the bid schedule is finalized. 

 
 
 
February 2020

The committee met with the Design team and ACG to discuss the project. The project is progressing nicely and the plans should be at 100% by March 6th in order to go out for bid. The Town’s independent review of the plans is ongoing and a productive dialog between the reviewer (4 Leaf) and the architect has been beneficial. The site meeting with Planning Board is set for March 5th at 7:30pm.

January 2020

 

The committee met with the Design Team, and ACG to discuss the project. The committee in conjunction with the Fire chief weighed in on design direction and current budget. The committee also discussed the proposals for an independent review team to review the documents before bid time.

The Design team had a preliminary hearing with planning board on January 9th, where questions about drainage and utilities as well as the layout of current proposed site plan.

Next Steps: The Design Development phase continues making sure to get questions from stakeholders get answered. Preparation of documents for bidding will begin.

 

Fall 2019

What is the current status: The committee directed Saccoccio & Associates to begin working with the stakeholders for this project to design a functional facility that has what the Fire Department needs while staying in budget. Throughout the fall the Committee and ACG met to discuss progress. In December of 2019 the Committee met with the board of Selectman to review what had been completed so far. The project has moved into Design Development.

Next Steps: Saccocio & Associates will continue the Design Development of the project. They have a preliminary meeting scheduled with the Planning board in January for feedback.

 

 

June 2019

 

What is the current status: The committee met with the Board of Selectmen on June 21st, where the contract was executed to onboard Saccoccio & Associates as the Designer for the project. The contract indicates a 24 month schedule.

Next Steps: The committee will meet with the Designer for a kick off meeting to discuss programming needs and schedule meetings with stakeholders to discuss what should go into the new station.

 

May 2019

What is the current status: The committee posted the RFQ on April 25th with submissions due on May 9th. On May 9th the committee met to discuss the qualifications of the four firms that submitted for the project. They ranked them according to the published rubric and made plans to interview the top three. On May 14th those interviews were held. On May 28th the committee met with the firm that was voted on to begin negotiation of the fee.

Next Steps: The committee with Town Counsel will prepare the contract and present it to the board of Selectman.

What is the current status: The committee posted the RFQ on April 25th with submissions due on May 9th.

February/March 2019

 

What is the current status?  The committee brought the completed contract to the Board of Selectman for signature. Once onboarded, ACG began some preliminary work with the Chief and other stake holders on the Design concept. ACG began work on the RFP/RFQ and contract documents and presented them to Town Counsel for review.

 

Next Steps: Once documents are reviewed the DSC will advertise for the Design Team

What is the current status?  We have advertised for the RFQ?RFP for the Owner's Project Manager for the project.  Submissions were due on December 27th @ 2 p.m.  A total of 5 comapnies sent in submissions for the project.
