TOA-2020-1-LEASE OF SPACE ON CENTRAL STREET WATER TANK

The Town of Avon (Owner) is seeking proposals from federally licensed communications companies and regulated public utilities to enter a non-exclusive lease of space at the Owner’s Central Street water storage tank site. The available space for lease is both atop the water storage tank and the adjacent ground surface. The Town currently has one agreement in place at the site and another that will be ending.  This request is to replace the one that will expire.

The site is located on Central Street, Avon, MA. The site contains the 108-ft tall water storage tank and associated communications buildings. The water tank and the site are more fully described in "Figure 1" attached hereto as Appendix A. The lease will be for the purpose of installing/maintaining wireless antennas and related apparatus at the site.

A five (5) year contract is being offered with three (3) additional 5-year options to renew solely based on the Town’s recommendations.  The Owner reserves the right to reject any and all responses if the Owner determines, within its own discretion, that it is in the Owner’s best interests to do so.

Proposal documents will be available online at www.avon-ma.gov, starting on Wednesday, August 14, 2019 at 9:00 AM under “Procurement”. First time users will need to register to view documents.

Proposal documents may be examined at the Town Clerk’s Office, 65 E. Main Street, Avon, MA 02322, (508) 588-0414 x-1010, between the hours of 8:30 AM and 4:30 PM (Monday-Wednesday), 8:30 AM and 7:30 PM on Thursday and 8:30 AM and 1:00 PM on Fridays. The RFP will require a $5,000 security deposit from all bidders.

Sealed proposals will be received at the Town Clerk’s Office, Avon Town Hall, 65 E. Main Street, Avon, MA  02322 until 12:30 PM on September 13th, 2019.

The Owner reserves the right to reject any and all responses if the Owner determines, within its own discretion, that it is in the Owner’s best interests to do so. See attachment for full RFP documents.
